JL59 Ewallet Basics: Limits, Rails and Receipts

An ewallet is a Bangko Sentral-supervised e-money account on your phone that holds pesos and sends them over rails such as InstaPay (real time, up to PHP 50,000 per transfer) or PESONet (batch, banking days).

Payment pending usually means the transfer is queued, delayed by a service interruption, or credited but not yet shown.

An ewallet is a phone-based e-money account: you load pesos into it, spend from it and move money out of it over the same national rails banks use. This page from JL59 explains the pieces in plain order, so you can read any wallet screen without guessing. It is general Philippine payments reference, written about wallets and banks, and it makes no statement about any casino’s cashier.

What an ewallet is and who regulates it

Two layers sit behind every wallet. The first is the issuer, the company holding your balance. The second is the rail, the shared network that carries a transfer between issuers and banks.

The Bangko Sentral’s Payments and Settlements page says Republic Act No. 11127, the National Payment Systems Act, gives it the power to supervise and regulate payment systems. That page also lists operators of payment systems that hold a certificate of registration, which is where you check a name instead of trusting a logo. A wallet that cannot point to the Bangko Sentral is a red flag, and the check on a website’s legitimacy walks through the look-up.

E-wallet, ewallet and mobile wallet

The spelling changes, the product does not. People write ewallet, e-wallet or mobile wallet for the same thing: a balance tied to a phone number and a verification level.

The Bangko Sentral’s InstaPay FAQ uses the phrase “non-bank e-money issuers” for these providers. A mobile wallet differs from a bank account in two practical ways. It carries tier limits set by the issuer, and it can usually be opened from a phone without a branch visit.

Ewallet Philippines: the two rails under every transfer

When you press send, your wallet hands the instruction to one of two retail rails. The Bangko Sentral’s National Retail Payment System page says PESONet launched on 8 November 2017 and InstaPay on 23 April 2018.

InstaPayPESONet
SpeedAlmost immediate, 24x7, all yearSame banking day if sent within the cut-off time
Transaction limitPHP 50,000No limit listed in the Bangko Sentral’s table
ModeReal-time credit pushBatch, cleared at intervals
Sender feeMay applyMay apply
Receiver feeNone, full amountNone, full amount

All figures in that table come from the Bangko Sentral’s InstaPay and PESONet FAQs. Read the rail pages for detail: how InstaPay works for casino payments and how PESONet works for casino payments both describe the rail only, not any operator.

One rule of thumb follows from the table. A small amount you need now goes over InstaPay; a large amount that can wait a banking day goes over PESONet.

Mobile wallet limits you meet at each tier

Every wallet ties what you can hold and move to how far you have verified your identity. GCash changed its limits on 1 October 2026, and its own limits page says the update reached users through the latest version of the app. The figures below are from that page.

GCash tierWallet balanceIncoming per monthOutgoing per day
BasicPHP 10,000PHP 5,000No limit
Fully VerifiedPHP 500,000PHP 500,000PHP 500,000

GCash’s page adds that a limit resets on the first day of the following month, and that an adult can hold up to five accounts linked to one customer profile. The highest limit applies across linked accounts, and the limits are not added together.

Maya states its limits differently. Its figures in this site’s payments data are monthly wallet limits, PHP 50,000 at Basic and PHP 100,000 at Upgraded, which measure money moving through the wallet over a month. GCash’s wallet balance figure measures what you hold at one moment, so the two numbers are not comparable.

Maya’s tier rules for casino payments and GCash limits as they apply to casino payments sit on the rail pages. GrabPay for casino payments is worth reading before you plan around it: Grab’s own acceptable use policy, as recorded in this site’s payments data, bars gambling and casino games except where the activity is registered with the appropriate government agency.

Four things that go wrong on a wallet transfer

Most wallet questions fall into four small topics, each with its own page:

  1. What a convenience fee is and who charges it: the label on a confirm screen, the sender’s side, and where to read it before you press confirm.
  2. Why a cut-off time moves your transfer to the next banking day: the PESONet rule and a worked weekend example.
  3. What to do when a payment sits on pending: causes in order, and what to check before you send again.
  4. Which transaction ID a support desk asks for: the reference numbers on a receipt and how to match them across two apps.

Read them in that order and you will know what to look for before, during and after a transfer.

Cash instead of a wallet balance

Not every top-up starts from a wallet. Over-the-counter agents take cash across a counter and credit a linked wallet. This site’s payments data says those networks are separate businesses, each accredited by the Bangko Sentral, rather than one operator.

Over-the-counter cash agents for casino payments covers how that rail works in general. GCash’s own help pages describe over-the-counter cash-in separately from bank cash-in, and the fees differ, so read the fee line for the route you pick.

Before you pay any casino cashier

Whatever the site, run the same five steps before you send money to a casino cashier from a wallet or bank:

  1. Read the method list on the cashier screen itself, after you log in. A method named only in a banner or a chat message is not a method you can rely on.
  2. Read the fee line and the amount the other side receives before you confirm.
  3. Note which rail the screen names, then check that rail’s limit and cut-off time on its rail page.
  4. Screenshot the receipt and keep the transaction ID.
  5. Check the address and the regulator’s list through the overview of Philippine casino payment methods and the site-checks pillar.

On this point the JL59 lobby’s bottom bar has Deposit and Withdraw entries, and the method list is read on the cashier screen after you log in. Everything else on these pages is about wallets and banks in general.

FAQ

What is an ewallet in the Philippines?

It is an e-money account you run from a phone. GCash and Maya are the two best known, and both state on their help pages that the Bangko Sentral ng Pilipinas regulates them.

Is an e-wallet the same as a bank account?

No. The Bangko Sentral's InstaPay FAQ lists savings, current and e-money accounts as separate account types, and a wallet runs under its own tier limits.

How fast does an ewallet transfer arrive?

Over InstaPay the Bangko Sentral says funds arrive almost instantly, 24x7, all year. Over PESONet the credit lands the same banking day only if the instruction beat the cut-off time.

Who pays the fee on a wallet transfer?

The Bangko Sentral's InstaPay FAQ says the sender may bear a charge and the receiver is not charged and gets the full amount. Read the fee line on the confirm screen before you send.

Can I send more than PHP 50,000 at once?

Not over InstaPay, which the Bangko Sentral caps at PHP 50,000 per transaction. Its PESONet comparison table lists no transaction limit, though your bank or wallet may set one.

Saan ko makikita kung natanggap na ang pera?

Open the transaction history in your wallet or bank app. Some institutions also send an SMS or email on receipt, as the Bangko Sentral's InstaPay FAQ notes.
